With refering to your letter dated the 22nd September 1903, No. 32682/1903, regarding the proposed
surrender of the Kowloon Military Reserve, including the
Naval Range, to the Hong Kong Government; I am commanded
by My Lords Commissioners of the Admiralty to acquaint you
for the information of the Secretary of State for the
Colonies, that they agree to relinquish the site of the
Naval Range, and the necessary instructions have been
communicated to the Naval Commander in Chief, China, by
Admiralty letter dated 13th October 1903 (D.W.9500/8942),
copy of which is enclosed for information.

It will be seen that My Lords desire to
establish a supplementary Range on the peninsula between
Long Harbour and Jones' Cove in Mirs Bay, if this can be
done at a moderate expenditure (vide paragraphs 7 & 8 of
letter quoted), and they would be glad if Mr Secretary
Lyttelton would be so good as to cause every assistance to
be given in facilitating the acquisition from the
Colonial Authorities, of the land and water area in
question.
